Quick verdict
Monopoly Tycoon is more SimCity than the Lemonade Tycoon games or other tycoon games. It has little to do with the actual Monopoly games it's named after.
The game and gameplay
After a brief loading screen, a player is able to select from only three modes of the listed five to play. The reason why two of the modes aren’t available is because they require additional LAN connections, and being that it came out in 2001, good luck finding friends who want to invest in a copy, too.
In Single Player Campaign, each level will describe an objective and allow you to pick a "cup" or difficulty (bronze, silver, and gold, as you might imagine).
The goal is usually to beat out the computer player in profit or sales. You do this by mindlessly building a selection of shops and condos.
You can customize your "creations" a bit by choosing the number of floors, an architecture template, and the "quality" of the building (Dunkin’ Donuts or a high-class bakery?). Better buildings will cost more money, of course. You get about ten minutes to complete each game day.
With the Custom Scenarios option, game play isn’t too different, except you may be playing against a bunch of computer people in lieu of just one. You are almost always guaranteed to win if you select the Bronze (Easy) Cup.
The Sandbox section is your typical no-objectives arena, good for figuring out what works. All games in Monopoly Tycoon can be saved for later.
I don’t feel like I can wrap up the game play description with some neat conclusion, as the game never really provides what the purpose of it all is.

The verdict
Pros and cons
Maybe I’m biased because I’m not into Sims-type games in the first place, but as far as I can tell, this game is not enjoyable.
This 2001 game is simply not good enough to survive the scrutiny of a 2008 gamer. The graphics are choppy, there are script errors and playing it may fill you with a sense of purposelessness. It also involves a lot of reading.
Like I said in the Quick Verdict, it has very little to do with the board game of Monopoly. If you didn’t recognize the familiar street names of Indiana Avenue or Park Place, you wouldn’t know you were playing under the Monopoly name at all.
What good can I say regarding Monopoly Tycoon? The game includes several tutorials (although one of mine didn’t work). It did score very well on the GameSpot website... back in 2001. So if you like playing "God" and are a few years behind in your gaming, it has the possibility of being fun.

There’s a reason why older versions of things get replaced by newer takes: the former ones either sucked, or grew obsolete. Monopoly Tycoon should have made note of this pattern a long time ago.
