Monopoly Rules: assessed for street repairs

I've played a bunch of monopoly on my cell phone and when i have 3 Hotels lets just say on the orange prop. and i draw the "assessed for street repairs" it charges me for the 3 Hotels and 12 Houses is that right?

The Beast says:

Not as far as we are aware! Assessed for street repairs charges PER HOUSE and PER HOTEL, not for the hotel AND the original houses. Those are removed from the board when you upgrade to a hotel.

The Chance and Community Chest cards relate to your own cash and property, unless specified.

For example "It's your birthday! Collect $10 from each player" specifies other players.

On chance there is a card like that one that say you have to pay for YOUR houses and hotels. This one does not specify only for yours. So could it be that it meant in general for everybody's houses and hotels?
